More Federal programs and evasion of reality in article on Baltimore violence

This article is written as if unknown, mysterious sources are inflicting violence on the poor black residents of Baltimore and follows template of more needs to be done as in more Federal programs and money. The always missing first step is to hold blacks responsible for the violence and destruction of cities wherever they are found in percentages exceeding 5%. Article claims teachers were dumbfounded over bad behavior of the black students until they came up with theory it might be caused by their exposure to violence. More evasion of reality...it's caused by dysfunctional household environment in which they are raised with no structure, no fathers, mother's various rotating boyfriends, siblings with all different fathers, no adult models of civilized behavior for them to emulate, just to name a few.
